New City Cleaners Draft Cleanup Action Plan
The Washington State Department of Ecology is providing an opportunity for the public to comment on the Draft Cleanup Action Plan (dCAP) for the the New City Cleaners site, located at 747 Stevens Drive in Richland.
Ecology is asking for your comments on the following dCAP:
This site has operated as a dry cleaning business since the late 1940s. Over time, common chemicals used in the dry cleaning process, Tetrachlorethene, also known as perchloroethylene, PERC, and PCE, have been released onto the ground and caused contamination in both soil and groundwater.
A Draft Cleanup Action Plan is a document that describes the selected cleanup methods and specifies cleanup standards and other requirements. It is based on information and technical analyses generated during the remedial investigation/feasibility study (RI/FS) and consideration of public comments and community concerns. A Remedial Investigation is an investigation that reveals how far the contamination has spread. A Feasibility Study outlines different options and costs to do the cleanup.
