CCA Funds Reporting Rulemaking Key Input Survey
Background
The Washington Department of Ecology (Ecology) is beginning rulemaking to adopt Chapter 173-446B WAC – Climate Commitment Act Funds Reporting, as directed by RCW 70A.65.300 (the Climate Commitment Act). This rulemaking will establish reporting requirements for recipients of cap-and-invest auction revenue. These reporting requirements will include those related to spending that benefits vulnerable populations within overburdened communities and spending that is formally supported by a resolution of a Tribe.
The rule will define what, when, and how funding recipients must report their spending to Ecology. Additionally, the rule will outline the process to determine whether projects reduce greenhouse gas (GHG) emissions. For projects that do, it will outline the process to calculate the quantity of GHG emissions reduced. Reporting from funding recipients will enable Ecology to prepare the annual report it is required to submit to the legislature. To learn more about this rulemaking, visit ourrulemaking webpage.

This survey is the second step in a structured process Ecology has designed to gather your input. In this second phase, our main focus is on collecting your input related to the key topics of this rulemaking. After this phase has finished, we will use the input we have gathered to draft the rule and we'll open an informal comment period to gather feedback on it. After incorporating feedback into the rule, we will propose the rule and begin a formal public comment process.
